Normally, the vice president automatically becomes the new president. Then you have to fill the vacancy in the position of Vice President. If your bylaws specify how vacancies are filled, follow them. If not, then the group that first elected that person is the group that fills the vacancy.

Has the current president actually resigned?  Or did he/she "step down" on a temporary basis, to participate in debate, for example. 

 The vice president either becomes the president, or presides until the president assumes the chair again.  There is no such critter as "interim president" in RONR.

As soon as the resignation is accepted, the Vice President becomes President for the unexpired remainder of the President's term.  

Filling the vacancy in the office of VP is carried out in accordance with the bylaws. Do your bylaws say anything about filling vacancies?
