Guest Slade Gellin Posted December 13, 2019 at 03:17 AM Report Share Posted December 13, 2019 at 03:17 AM Is there such a thing as a substitute motion? How does one handle it if the original motion is currently under debate?
Joshua Katz Posted December 13, 2019 at 03:20 AM Report Share Posted December 13, 2019 at 03:20 AM A substitute is a form of amendment (amendment by substitution). It needs to be germane. When it is moved to amend by substitution, debate is then on whether or not to make the substitution. Once that is resolved, one way or the other, debate will then be on whichever motion has become the main motion.
Guest Slade Gellin Posted December 13, 2019 at 03:28 AM Report Share Posted December 13, 2019 at 03:28 AM Thanks! Does the substitute motion have to express the same general opinion as the original motion?
Joshua Katz Posted December 13, 2019 at 03:30 AM Report Share Posted December 13, 2019 at 03:30 AM No it does not. It needs to be germane, i.e. related, but not do the same thing. It could express the opposite general opinion - just as it is in order to amend a motion to censure by striking out censure and inserting congratulate.
