We have in the by laws that each term is for 2 years. If the treasurer position is up this year can a member of the board run for that position if there in the middle of their term? If its a yes and they lose the election will they resume their same spot as before.

No rule in RONR prohibits them from running for a different position and no rule in RONR requires them to resign from their current position to do so, therefore the answers are Yes and Yes.

So if the person wins the treasurer spot will they finish their year left on the first years term or have to start a new 2 year term?

If the term of office of treasurer is for 2 years according to your bylaws, he will serve as treasurer for 2 years, because your bylaws say so.  No rule in RONR says that his service time in another office counts towards a new office which he is elected to.
