Determining a conflict of interest

Not sure if officers should recuse themselves and have other officers run meetings or parts of meetings where investigation is discussed. If an investigation of a formal complaint is underway that lists officers as Other Individuals With Information, are they involved to the extent that we should be concerned of impartial conduct? They are family and/or friends of member that filed complaint.  Want to be fair and adhere to proper procedure.

If the chairman is involved in the matter to the extent that his appearance of impartiality may be compromised, he should relinquish the chair. If he refuses to do so voluntarily, the rules may be suspended to remove him from the chair.

Is the regular presiding officer involved?  If so, at the time the matter in question is going to be dealt with.  Ideally, speaking to him about this ahead of time would be best because suspending the rules to remove the regular presiding officer can end up being a messy situation in the meeting itself.
