If an investigation of a formal complaint is underway that lists officers as Other Individuals With Information, are they involved to the extent that we should be concerned of impartial conduct? If the chairman is involved in the matter to the extent that his appearance of impartiality may be compromised, he should relinquish the chair. Ideally, speaking to him about this ahead of time would be best because suspending the rules to remove the regular presiding officer can end up being a messy situation in the meeting itself.
