What's the complete sentence (or even paragraph) that this phrase is in? Wholly seems to be an adverb modifying the part that follows your quotation, rather than modifying or being part of the noun "matter of business".
I could see it making sense if the fuller phrase was "cancellation of a post charter is a matter of business wholly within the authority of the national board".

But we (well, most of us) don't give grammatical advice on this forum.
