Does current board stay in effect if no election was done before COVID-19

Our current board did not get our candidates or elections taken care of prior to being sidelined because of school being out of session due to COVID-19.  It came up at our last Zoom meeting and the only position that has been established prior to this was the President Elect that serves on the board prior to their term as President.  Since no other positions have had the opportunity to be  voted on/elected does the entire board stay as is until the next PTC General Meeting?

What about the President Elect do they take over for this new year or wait until all new officers

can be voted on?

My opinion might change depending on your answer to Dr. Kapur's question, but my interpretation of the provision you quoted above is that the president-elect will assume office on July 1st regardless of whether the other officers have been elected.   Ultimately, however, this strikes me as a question of bylaws interpretation, something that only the members of your organization can do.
