Whatever authorization a committee has to spend funds will depend on your own bylaws, rules, customs and procedures. In some organizations, having a line item in the budget is all the authorization that is needed for the appropriate officer or committee to spend the funds fur the intended purpose. In other organizations, or in certain circumstances, specific authorization still must still be granted by the society, the board, or some officer such as the president or treasurer.
