If the meeting is called as a board meeting, then all board members have a right to attend, and all board members must be notified. If they are not, the meeting is invalid. If the bylaws provide for a separate executive committee consisting of only the four "executive officers," then only members of the executive committee have a right to be notified and to attend. Finally, if this gathering is not called as an official meeting, but just an informal get-together, the president may invite whomever he pleases and exclude anyone else.
