 The answer to this question will depend at least in part on what your bylaws say about the process for amending them. It’s possible they contain a provision that specifies how proposed bylaw amendments must originate.

In the absence of such a provision, then yes, any member may PROPOSE an amendment to the bylaws during new business at any meeting.  However, it is very unlikely that such an amendment could actually be voted on at that meeting. RONR provides that in the absence of a bylaw provision, a bylaw amendment proposed at one meeting cannot be taken up and voted on until the next meeting.  The provisions for amendment contained in your own bylaws will trump the provisions in RONR.

Check your bylaws. The chances are that they contain provisions on how to amend them.
