Highly unlikely, unless your own rules permit it. We really need a bit more detail as to what you mean by "take action" to provide you with an appropriate answer, but I can say that nothing in RONR authorizes a committee chairman to do anything by himself alone other than call a committee meeting, rule on points of order while presiding, etc. Please provide a bit more information.
