That applies during the meeting. From the OP's mention of 'a media source" it sounds like this particular event occurred outside the meeting, where the president is free to give their opinion.

The council president does not have the authority to direct the councilmembers how to vote unless The organization has its own customized rule permitting it.  Nothing in RONR gives him that authority.

Outside of a meeting, the council president can try to tell the members how to vote, but the council members are free to ignore him regardless of the method or medium he uses to transmit the message.

I would add that if the assembly in question is operating under the small board rules, the Council President is free to attempt to persuade council members even during a council meeting.

Certainly there is no prohibition in RONR against the council president attempting to persuade fellow council members outside the context of a meeting. RONR has nothing whatsoever to say about the use of media sources.
