According to the rules in RONR, an agenda, in order to be binding, must be approved (or adopted) by the assembly which is meeting. it requires a majority vote. Whether any particular state has a law which supersedes the rule in RONR is outside the scope of this form. An agenda which is prepared by someone such as the president or the secretary but is not officially adopted by the assembly at the start of the meeting, is not binding regardless of whether it was circulated in advance. Without having been adopted, it is merely a guideline for the convenience of the presiding officer (and perhaps the members) to use in keeping the meeting on track.
