None. Also, no conditions allow the Board to conduct business without a quorum with membership approval. Unless, of course, your rules say otherwise.

Do you mean the quorum of the board for a meeting of the boardmembers, or the quorum of the membership for a membership meeting?

If it is about the board meeting what do your bylaws say about the power  of the board and if and how they may reach their decisions outside boardmeetings.
