The term "Call to Membership" is not used or even mentioned in RONR and I don't recall ever hearing it used. Might you be referring to "Call to Order"? It was labeled Call to Membership and it was on the Agenda after Reports and before New Business. At this General Meeting, members were allowed to speak at length unchecked.
