The term "Call to Membership" is not used or even mentioned in RONR and I don't recall ever hearing it used. Might you be referring to "Call to Order"? Or to a meeting notice which might be the "Call to Meeting", "Call to Annual Meeting", etc? Quote

See 41:33 and 41:44 in RONR (12th Ed.) Quote
