Our Bylaws state: Honorary members are entitled to all privileges except those of making motions, of voting and of holding office, but shall retain any privileges of membership previously held as a Full or Associate member. I can't speak for Dr. Kapur, but in my opinion the bylaw provision you quoted would not prohibit this person from serving as Secretary Pro Tem for a meeting. I'm not aware of any provision in RONR that would prohibit it, either. Ultimately, this is a matter of interpreting your bylaws. That is something only your own members can do.
