Making a motion, who can make one? President or Chairman?

Wondering who can make a motion?  Members of the board?  President running the meeting?  Chairperson?  Or can just anyone of the board members make a motion?

At a board meeting? Yes.

If it is a small board (no greater than about 12), then yes, if the President is a member.

Usually, a question like this signals that something has gone very wrong with the way the organization is functioning. What's going on that's prompting the question?
