Our organization solicited a list of nominations for the executive board of our organization for the upcoming year. Nominees were notified and either declined or accepted their nominations. Several days afterwards, but prior to the actual election, one nominee discovered that she would be running against a friend and wants to decline the nomination for that position and accept a previously declined nomination for another position on the board. Is this acceptable?

Nothing in Robert's Rules will prevent it.  There are no rules in Robert's Rules relating directly to accepting or declining a nomination.

Are we talking about a nominating committee, or was it really the entire organization that is soliciting and receiving nominations?

Anyway, there's no rule against it in RONR.
