Am I correct that an addendum to the bylaws is part of the bylaws and can only be changed in the same way the bylaws are by 2/3 vote of the membership?

Yes, that is almost certainly correct, but it will help us to be sure if you tell us what you mean by an addendum to the bylaws. Are you referring to a bylaws amendment that has been adopted?

if you are referring to something else, such as special rules of order that are attached to the bylaws, then the answer is quite likely different.
