Now the chairman and the so called palimentartian is saying that they can present the amendments without following Article X. I am looking at where in Roberts Rule would deal with this. However, In order to fully answer your question it would help to know what article X says and in what way someone is proposing to not follow it. The amendments must be offered at the Mid-Winter Western Conference meeting. b. Each Department in the Conference must be notified by mail by the Western Conference Secretary. c. It must be voted on at a duly constituted meeting at the National Convention. d. A two-thirds (2/3) approval vote of the eligible Departments members present at the meeting is required for passage of an amendment. They believe they can throw out bullet a.
