Well, yes, but any rules you change would actually be special rules of order which your organization adopt. Any special rules of order so adopted supersede any contrary rules in RONR. A commonly adopted special rule of order is one that changes The length of speeches from 10 minutes to a shorter period. That would be a special rule of order which supersedes the 10 minute provision in RONR.
