If RONR is your parliamentary authority and you do not have a customized rule to the contrary, in order to vote a delegate must be physically present in the room at the time he casts his vote. He does not need to be there when the motion is made or debated, but may vote if he is there when the vote is taken. RONR does not require that delegates be seated, as in sitting down, but they must be checked in with the credentials committee and credentialed as being registered and present.
