Member in area but did not vote in meeting except once

If a meeting is scheduled and members are aware and present, however one member decides to be in area of meeting but not listening nor participating: Can that same member be pulled in part way into meeting to cast vote to break tie?  Only time that member participated or voted.

Yes. "It is a fundamental principle of parliamentary law that the right to vote is limited to the members of an organization who are actually present at the time the vote is taken in a regular or properly called meeting, although it should be noted that a member need not be present when the question is put."  RONR, 12th ed., 45:56, emphasis added.

As far as the rules in RONR are concerned, the answer is yes.

Yes it would be considered valid.

What is not correct is the concept that a tie needs to be broken.  A tie is not a deadlock condition, it is a number less than a majority, and therefore is a rejection of the motion.
