Do bills still get paid if there is not a quorum?

One would hope that the treasurer has previously been authorized to pay such bills.  If not, then he may be willing to pay them and take his chances that the assembly will ratify his actions at some future meeting.  If he is unwilling to do so, then let's hope authorization for payment of these bills will properly be granted before the lights go out.

All actions taken at a meeting are recorded in the minutes, yes.

If the members at the inquorate meeting choose to adopt a motion authorizing the Treasurer to pay the bills, that motion will be recorded in the minutes, but those members will join the Treasurer in the responsibility to pay the unauthorized bills in the event the motion is not ratified at a later meeting with a quorum present.

If the Treasurer, acting alone, chooses to pay the bills, that is not an action of the assembly, and would not be recorded in the minutes.
