However, must the committee chair be a member of the committee? Stated another way, if some one is barred from serving on a committee because they must rotate off under the Bylaws, can that person be elected or appointed as chair of the committee under the claim that the chair does not have to be a member of the committee? No, although in my experience it would be rather unusual for the committee chair not to be a member of the committee. So far as RONR is concerned, a committee chair is not required to be a member of the committee, although such an appointment is unusual. Since this question involves a customized rule in the society's bylaws, however, reviewing that rule will be necessary to answer this question, and it is ultimately up to the organization to interpret its own bylaws.
