Business is brought before a board by a member of the board making a motion. In small boards (no more than about a dozen members present), seconds are not required. When recognized (aka "given the floor"), the member can make a motion. No one is requesting a motion, although the chair can invite motions. Bruce Lages Posted July 25, 2022 at 02:27 AM Report Share Posted July 25, 2022 at 02:27 AM Well, yes you need a motion, which is a proposal that the assembly take some specific action, so that everyone knows exactly what action the group is being asked to take before they decide - via a vote - whether or not to take that action. If this is a small board - meaning no more than about a dozen members present - seconds are not required. In larger assemblies, seconds are used to indicate to the chair that there is more than one member who wants to consider the motion. The recommendation is made in the form of a motion (rather than just an agenda item). The person reporting on behalf of the committee, usually the committee chair, is usually the one who makes the motion. Motions made on behalf of a committee do not require a second.
