Can questions be asked about a topic or comments made? Or should minutes show that no quorum was achieved so the meeting was adjourned? They should say that the meeting was called to order, a quorum was not present, cover any business that was conducted (it is in order to take action to obtain a quorum, to recess, to fix the time to which to adjourn, and to adjourn), and note when the meeting adjourned. Discussion should not be included in the minutes whether there is a quorum or not. Your best bet, if there is no hope of getting a quorum, is to call the meeting to order, note the absence of a quorum, and adjourn (possibly adjourning to a future time and place). If people who are there care to stick around after adjournment and discuss things, that's fine, but no official action can be taken until the next meeting, so there's nothing to record. There can be discussion or questions, however, that should not be reflected in the minutes. The minutes are a record of what was done, not what was said.
