MapsStrauts Posted January 16, 2023 at 05:37 PM Report Share Posted January 16, 2023 at 05:37 PM If a quorum is present, but more people abstain than vote yes. Does this mean the motion passed? Nothing in the constitution discusses abstaining votes.
Phil D Posted January 16, 2023 at 05:45 PM Report Share Posted January 16, 2023 at 05:45 PM Assuming RONR is the controlling parliamentary authority, most motions require only a majority of those present and voting to pass. Abstention is not a vote.
J. J. Posted January 16, 2023 at 05:46 PM Report Share Posted January 16, 2023 at 05:46 PM Yes, for most motions. A majority of the votes cast, a quorum being present is sufficient (44:1).

Does this mean the motion passed? It depends on how many people vote no. The number of abstentions, in the general case, has no bearing on whether a motion is adopted or lost, if that is your question. See FAQ #6. Atul Kapur Posted January 16, 2023 at 07:26 PM Report Share Posted January 16, 2023 at 07:26 PM Building on Mr. Martin's answer: as long as a quorum is present, if only one person votes in favor and no one votes against (i.e., everybody except that one person abstains), the motion is adopted by a 1-0 vote. Does this mean the motion passed? Nothing in the constitution discusses abstaining votes. I'm not surprised, because "abstaining votes" are not votes. Those persons who have abstained have abstained from voting. If there are more Yes votes then No votes, a majority vote has been achieved. In the extreme case, one Yes vote with everyone else abstaining, is a majority vote. In fact, as there was no dissent, It also technically qualifies as a unanimous vote.
