offering new amendmennt to local constitution

A member brought a change to our constitution o to me(head of the Constitution Committee) to bring up to the body as a first reading without going first to the executive board.  We have read the proposed changes in three meetings and vote on it tonight.  Should the person have brought up the proposition himself first instead of through me.  Is this proper procedure or shou;d we start all over???

You appear to have customized rules regarding handling bylaw amendments.  If so, those provisions will supersede any conflicting provisions in RONR.  Under the rules in RONR, nothing was done incorrectly, but we cannot comment on whether it violates your own rules.  Also, we cannot interpret your rules for you.  Each society (organization) must interpret its own bylaws and other rules.
