Can a committee still make rules for the running of their meetings such as "The Vice-Chair shall act as recording secretary." or "The committee shall meet every 3rd Thursday at 7pm at the lodge-house."? The committee may certainly select a person to act as recording secretary for its meetings and determine the time and place of its meetings, provided that these decisions do not conflict with any instructions from the parent assembly. The text specifically addresses both of these matters. See RONR (12th ed.) 50:22, 50:24. I don't know what other "rules for the running of their meetings" you have in mind.
