Can a motion be proposed that has symbolic effect only?

Yes. Indeed, for some organizations, adopting resolutions of such a nature is quite common.

Well, the question was whether it may be proposed, but I agree that it can be postponed too. :)

Yes, it would appear to be a proper main motion.

As with any other main motion, "all subsidiary motions can be applied to it" (10:8(2)), which includes the motion to postpone.

Yes it's often called a resolution expressing the sense of the meeting.  Perfectly acceptable. 

While it's true that motions that don't do anything are considered dilatory, and therefore not in order, making the views of the organization known can conceivably achieve a great deal.
