Michigan HOA voting ri

Under parliamentary procedure, elected individuals that make up a HOA Board of Directors have voting rights, including approving minutes and to make and second motions. Is it accurate that general members of the HOA community attending an annual or regular board meeting have no voting or approval rights? Thank you.

As far as RONR is concerned, that's half correct. Only members of the meeting body have rights to participate (or attend). So at a board meeting, you are correct. The annual meeting, though, is typically one of the entire membership, and then members of the assembly have the rights of membership. But there may be applicable laws in your state relating to HOAs.

Yes.

Members would have such rights, however, at meetings of the association's membership.

There may well also be an "annual meeting" of the board, however. This may refer to the meeting of the board following the annual meeting of the membership, such as in an organization where the membership elects the board and the board elects its own officers.

This is also often called a "Reorganization Meeting" of the Board.
