For a club to accept votes by proxy, do the bylaws need to state proxy voting is allowed? 

What procedure should be followed if vote by proxy was to be allowed?

Your bylaws will need to be amended to allow for proxy voting, but don't do it.  It's a terrible idea.

Thank you, I think it's a terrible idea as well. Thanks for confirming where we stand at this moment.

Yes, it is incompatible with the idea and ideals of a deliberative assembly.  This is why RONR prohibits proxies to the fullest extent permitted by whatever laws and regulations govern your type of society.  You may amend your bylaws to use proxies but you'll have to develop the rules for their use.  All things considered, you'll be sorry.
