Refusing to hand out copies of Bylaws

Our board’s president and secretary have refused to hand out copies of our corporation’s bylaws at our request, and are still intent on conducting manners of businesses without consulting or addressing them. This seems highly unethical. What steps can be taken to solve this matter?

I guess the board could adopt a motion directing the president to do so, but if he's already ignoring rules requiring it I don't know that that will help. I guess the next step is disciplinary action, either via RONR's process or an alternative in your bylaws. Do your bylaws have anything on that? While we're at it, what do they say about the term of office?
