Members requesting a meeting

We have a POA and the members, not the BOD, are requesting to have a meetings with the BOD to address concerns in the neighborhood regarding safety, security and upholding rules currently in place. Members have been advised by Management, again not BOD, that they are required to have the % needed for a quorum. If there is nothing actually being voted on at that meeting, is a quorum required? 

Situation: Our amenities are being used, abused by non members. We have security but they aren’t enforcing the rules and it’s had effects on the County Sheriffs office not being able to enforce rules also due to being private property. We want to meet with the BOD to discuss the concerns and how to address them. You could argue that we need a change to security, however the current security guard is also a Board member.

A quorum is never required to have a meeting. It's just than no substantive action may be taken without one. But if you don't expect action to be taken immediately, you don't even need a meeting in the parliamentary sense. Nothing in RONR prevents a group of members  to meet informally with one or more board members who can listen to your concerns and bring them to the board for consideration at a later board meeting. NOTE: This assumes that there is not some applicable statute that would preclude such an informal "meeting." That would be a question for an attorney.

Nothing in RONR prohibits several property owners from getting together informally with several board members to discuss grievances or anything else. It doesn’t matter whether those discussions are taking place in Joe’s Café, or in your association’s recreation room.  Just keep in mind that it is not a formal meeting in the parliamentary sense and that no binding decisions affecting the organization can be made.
