Special business meetings can only be called if the society's bylaws specifically authorize them. The bylaws should prescribe by whom a special meeting can be called and the number of days' notice required. See RONR (10th ed.), pp. 89, 90.

Can a special business meeting be called by "concerned members" without a signature?

No. - Signature or no signature.

No one can call special meetings.

Special meetings can only be called if one's bylaws allow for special meetings.

Thus, your bylaws must specify :

• who gets to call special meetings

• how special meetings are to be called
