However, all but a couple of board members have resigned and there is imminent business that needs to be resolved to keep the organization functional. Are there any provisions for circumventing this 10 day notification in an emergency situation?

It might be better to take the action now and gamble that it'll be ratified later, at the meeting... if it's really that urgent.
