non confidence vote

You will need to contact the Parliament in question to answer that question as relates to their customized rules. However, as far as RONR is concerned there is no such thing as a vote on non confidence. However, there is such a thing as censuring a member or officer (by majority vote) which carries no disciplinary powers besides whatever remorse the member or officer feels for upsetting the assembly so. :(

oh that is okay i was just wondering.....also is there a "FUll and unabridged version of Roberts Rules of Order"?

Well, an assembly can adopt a motion of no confidence but it's really just another form of censure under RONR (FAQ #7).

If the poster intends to actually remove an officer he should check the organization's rules and FAQ #20.
