A proposal was submitted to our executive board(which is comprised of 7 members) for approval of a function for the entire club. The committee coordinating and submitting the proposal to the executive board consists of 9 members. These 9 members have done the research for entire function and will ultimately be in charge of coordinating the function. A problem has surfaced with the interpretation of Robert's Rules of Order and who, on the executive board, has a right to vote for approval of the function. Four of the seven executive board members of the club are also on the committee submitting the proposal. It has been suggested that these 4 members may not vote as executive board members to accept this proposal as they have already had a vote and given their approval as committee members. That leaves the vote of accepting or rejecting this function to the three remaining executive board members. Others feel that all seven executive board members can vote for the proposal.
