Do the rules allow or disallow a board member from explaining the basis and reasons for their voting in a particular manner for or against a motion after the vote is called for but before or at the time they actually vote? For some reason I was under the impression that such "explaining" one's vote was not permissible and perhaps should have occurred during discussion on the motion?
