RONR sets a quorum at a majority (more than half) of members by default. If your bylaws or other governing documents were to set it higher or lower, that would be the magic number. As your seemingly don't, then it will be a majority of members of the "certain committee". Please note majority is not half plus one, or 50% plus 1, or 51%.
