They've tried everything and still can't get the number of votes necessary. So, because of this, bylaws can't be changed and new officers also cannot be added to the board? Thanks, CarmenIt sounds like you're dealing with specific requirements for absentee voting, because at an actual meeting the quorum has nothing to do with how many people vote. Or adding members who will show up.Ideally, of course, you'd have already adjusted your quorum requirement to meet the changing circumstances.
