However, anybody can talk to the person and request that they step aside during the processing of the initial material -- but they cannot be required to relinquish their post. It would seem to me that the Secretary can be relieved of his duties in connection with meetings, based upon Official Interpretation 2006-2. This would be accomplished by a motion to Suspend the Rules, which requires a 2/3 vote and would remain in effect for no longer than the duration of the current session.
