Dan Honemann Posted December 27, 2010 at 12:41 PM Report Share Posted December 27, 2010 at 12:41 PM Following RONR, is there a time limit placed on the assembly when addressing the council? There is no set rule in RONR itself. On page 94 (10th ed.), it is noted that "Some bodies, especially public ones, may invite nonmembers to express their views, but this is done under the control of the presiding officer subject to any relevant rules adopted by the body and subject to appeal by a member. Often, by rule or practice, time limits are placed on speakers and relevance is closely monitored."
jstackpo Posted December 27, 2010 at 12:43 PM Report Share Posted December 27, 2010 at 12:43 PM If you mean, as I suspect you do, non-members of the council speaking in some sort of open forum situation, RONR places no time limits on them. However, you, the council, are free to set whatever limits you wish.
