Do you need a motion to receive reports that are sent prior to a meeting and then included on the agenda? We require committees to send reports of their monthly activities. These aremthen included on the agendas that are distributed before the meeting. A member feels that a motion is required to receive the reports in order to include them in the minutes. Is this necessary?

No. Reports from officers and committees should come up in the regular order of business, and when they do they require no motion to be received.

The only motions that might be needed would be to move the adoption of some action recommended in the report.

The Book says that it is improper to make a motion, "That the X Committee report be received."

Don't do it.

A common error is to move that a report “be received” after it has been read--apparently on the supposition that such a motion is necessary in order for the report to be taken under consideration or to be recorded as having been made. In fact, this motion is meaningless, since the report has already been received.

The minutes are to only mention that Such-and-such Committee reported.

No motion is necessary, or appropriate, just for recording that fact in the minutes.
