If special meetings are authorized by the bylaws, yes.  Other than noting that the reason for special meetings "is to deal with matters that may arise between regular meetings and that require action by the society before the next regular meeting, or to dedicate an entire session to one or more particular matters", RONR contains no restrictions as to what they can be called for.

Yes, but technically it is being presented as if it is a new motion. There is no "motion to renew". It is "renewed" by simply making it again.  If being done at a special meeting, it needs to be included in the"call of the meeting". 

Edited to add: I agree with Mr Mervosh that your bylaws must authorize special meetings.
