Does a person bringing an issue before the board have to appear at the meeting? These are open board meetings, but recently individuals appear that say "other people have brought it to my attention that..." How do we know that these items are from members? This seems to bring more gossip than true items... a little help here please

As far as RONR is concerned the Board members are the only ones who can make an official proposal the Board do something.  Whether that proposal is being made on another's behalf is irrelevant (as far as RONR is concerned).  That being said if the Board has a problem with getting issues second-hand they can adopt a rule (or make it a practice) that whenever one of those issues are raised they say "have this person raising the issue come and speak with us directly" and move on.

Or figure that the member "bringing the issue" (by making a motion, one hopes, for efficient meetings) agrees with what has been suggested to him/her by a non-member, and makes it his own.   Then there is no problem with where the issue is coming from, at least for that meeting and the ensuing discussion.
