Board member elections

Our Homeowners Assoc of NC consists of a Board of five members. The original members were elected by the Homeowners at a required annual meeting. Since the last meeting, members have replaced resigning members with appointed members to the Board for the last few years. All Board members at present were appointed, not elected, and with no plans to do so. Is this legal in NC?
