When would such a motion be needed?No motion is required, because no agenda is required.If a motion is made (presumably at the very start), the agenda is then open to amendment by adding or deleting items of business before the final vote on it is taken.But if the agenda is not formally adopted, the agenda is not binding, and is just a list of things written on a piece of paper that somebody thinks is pretty.
