It is the responsibility of the nominating committee to provide a full slate of officers. However, we do not have a enough members who meet all the criteria for each of the positions so the nominating commitee has come forward with open slots. After the elections, can the president appoint members to thoese positions since the Policies and Procedures state that if a position is vacated the president can appoint someone? After the elections, can the president appoint members to thoese positions since the Policies and Procedures state that if a position is vacated the president can appoint someone?No. The rules for vacancy filling apply to unexpired terms; they may not be substituted for the election process.When the nominating committee makes its report, the chair should then call for nominations from the floor. If no one accepts a nomination, the election must be held anyway. Pass out blank paper ballots and have the voters write in the name of someone for that office. If the first-place candidate achieves a majority of the votes actually cast for that office, he is elected, unless he immediately declines. If he declines, or if no one receives a majority,Second ballot, Third ballot,Fourth ballot... until someone accepts. Nominations may be reopened by a majority vote, if necessary, but it's usually not necessary. You do not have the option to leave offices vacant. This issue is not that there are vacancies - but that not enough members meet the criteria. It does not matter how many ballots are held, or re-opening nominations.
